As a West African, I went to Tanzania once and I had no issues at all entering, without any clearance or any other stuff. It’s true that travelling through Africa is a lot more difficult than sometimes travelling to the US or Europe. Just as in your case, it’s a case of corruption as it is often and it’s deplorable. Otherwise, Gambian are really nice people and the people that you met at immigration are not a representation of a whole country.
